In 1813 Father Vicente Francisco de Sarría, the Commissary Prefect in Alta California, wrote this extensive letter to the Franciscan missionaries in which he offers thorough instructions on how to teach the Indians as well as administer the sacraments to the native population. Father Sarría, for example, instructs the missionaries to learn the native languages as well as write catechisms in these languages. (Libro de Patentes)
